Abstract: The main objective of this research is to analyze the processes of monitoring the management and inspection of exclusive labor contracts at the Federal Rural University of Pernambuco. This analysis was carried out in light of the Transaction Cost Theory, which studies the costs involved in contractual exchanges, and determines that every contract has incompleteness, as it is not possible to foresee all the safeguards necessary for its perfect execution. The research has applied nature and a qualitative and quantitative approach, considered exploratory-descriptive. The study was carried out through a case study, whose primary data were extracted by semistructured interviews and questionnaire application to the managers and inspectors of the 11 exclusive labor contracts at UFRPE in force in June 2023. An analysis of the documents that compose the administrative processes of each contract, available in the Integrated System of Heritage, Administration and Contracts (SIPAC), was also fulfilled. The content analysis technique and statistical treatments were used, with the aim of identifying the action of behavioral assumptions and transaction attributes in the adopted governance structure, as well as proposing structural arrangements capable of improving performance in monitoring contracts managed by the UFRPE. Among the main results, it is possible to point out that the attributes of frequency, uncertainty and specificity of assets proved to be highly significant in the composition of transaction costs at the university. In relation to behavioral assumptions, a low level of opportunism and a great influence of limited rationality were identified, given the lack of standardized procedures combined with deficiencies in the qualification and training of employees who make up the inspection teams. Understanding the governance structure currently adopted in the management and supervision of UFRPE's DEMO contracts, a manual for contract management and supervision was proposed as a technical product with the aim of guiding and facilitating the monitoring processes of outsourcing contracts.

Abstract: Contemporary demands and challenges have prompted institutions to adopt a new perspective on the people who compose their organizational environment, leading human resource management to align its strategies with this new vision. Assessing organizational climate and understanding how people perceive their work environment is essential for an organization's success, as this valuable tool allows for a comprehensive analysis of various dimensions of both strengths and areas for improvement by management. Thus, this study aims to diagnose the organizational climate among technical-administrative staff and faculty at the Center for Social and Applied Sciences of the Federal University of Paraíba, located on the João Pessoa campus, in order to contribute to the institution's human resource management, implementing policies to improve the organizational environment. The study is characterized as applied research, with a mixed-methods approach, of an exploratory and descriptive nature. Data was collected through a structured questionnaire administered to a sample of 276 employees. Statistical analysis using the Mann-Whitney U test and T-test revealed that faculty members expressed higher satisfaction with conflict resolution, opportunities for performance and professional growth, salary, and work-life balance. In contrast, technical-administrative staff expressed higher satisfaction with the ability to participate in director elections and the opportunity to work remotely. Content analysis of open-ended questions revealed that a positive organizational climate is built upon a foundation of respect, effective communication, recognition for work performed, well-established departmental organization, and an organizational structure based on competence, without personal favoritism, and that values the participation of all. Through the organizational climate diagnosis and identification of both strengths and areas for improvement, a manual of recommended best practices for improving the organizational climate at CCSA was developed.

Abstract: This research aimed to analyze the evolution of fundraising from other sources of financing at the Federal University of Pernambuco (UFPE). The debate about the actual role of the State and who should finance its actions is always present. Federal Higher Education Institutions (IFES) are constantly at the center of this debate. Neoliberal discourses argue that these institutions should be more autonomous in relation to federal funding. However, it is known that these institutions depend on government financing to fulfill their constitutional objectives. In recent years, pressures for financial selfsufficiency have intensified. Federal Public Universities (IFEs) are required to seek resources from other sources to carry out their activities due to the reduction of public funding for this sector. The main issue, as highlighted by Caetano et al (2021), is that most of the expenses of federal universities, excluding personnel and benefits, are classified as discretionary, meaning they are not mandatory. Consequently, there is an increasing emphasis on identifying new alternative sources of financing and generating internal resources. This research is characterized as quantitative, qualitative, and descriptive in nature, and data collection was carried out through the documental analysis of the Management Reports, the Institutional Strategic Plan, the Institutional Development Plan, normative ordinances, resolutions, and the spreadsheet of&#xD;
agreements signed by UFPE. The results demonstrated that the institution has strived over the analyzed period—2013 to 2023, and in some tables and graphs, 2016 to 2023, due to a lack of information in the sources examined by the researcher to pursue new alternative sources of additional revenue to generate its own income, focusing primarily on public-private strategic partnerships, research and innovation, and lato sensu postgraduate courses. In the analysis by field of knowledge, the results indicate that Exact Sciences is the field that has been most successful in obtaining additional resources for the university.

Abstract: This study aims to analyze the influence of municipal public governance on the reelection of&#xD;
mayors in the state of Pernambuco. It begins by strengthening regulatory frameworks related to governance practices and the potential relationship between these practices and political cycles, more specifically, with reelection. Studies on the relationship between governance indices and reelection lack consensus. Thus, the study aims to answer the following question: What is the influence of municipal public governance performance on the reelection of mayors? A quantitative ex-post facto design was employed, incorporating descriptive analysis and logistic regression for two electoral cycles: 2017–2020 and 2021–2024. Data from the Federal Council of Administration's Municipal Governance Index (IGM-CFA) for the period 2017–2024 and results from the Superior Electoral Court (TSE) for the years 2020 and 2024 were used. The study population consisted of municipalities whose incumbents ran for reelection, specifically 112 in 2020 and 87 in 2024. The main variables were the variations (Δ) in the IGM-CFA and each dimension (Finance, Management, and Performance) between the first and last years of the term. Controls included GDP per capita and population (in terms of the number of inhabitants). The results partially support the hypotheses. A statistically significant influence of the IGM-CFA variation was identified from 2017 to 2020, with a substantial increase (127.2%) in the likelihood of reelection for mayors in cases where the index showed a positive evolution throughout the term. This effect was not repeated in the 2021–2024 cycle. Regarding the variation in dimensions, the data revealed that the variation in Finance exerted a positive influence on the 2020 reelection. In contrast, in the 2021–2024 cycle, the data analysis did not reveal a statistically significant relationship. The conclusion is that the relationship between the positive variation in the IGM-CFA and mayoral reelection was partially confirmed, with evidence only in the 2017–2020 cycle and in the Finance dimension. The analysis suggests that institutional performance, measured by this index, can contribute to understanding the reelection phenomenon, although this influence is not uniform across the analyzed cycles. The contributions include evidence on the link between municipal governance and electoral performance, the identification of fiscal performance as a possible driver of political competitiveness, and the delivery of a technical and technological product (PTT) to support managers in monitoring and improving governance.
